We will establish the definition of the minimum obligation, the maximum limit, as well as the different gradations between, and what the multi-tiered system teaches us about the nature of mitzvat tzedaka. Factors such as reactive and proactive giving, the relationship between an individual's obligation and the community's responsibility, as well as the extent of the recipient's needs will be weighed. Finally, the concept of ma'aser kesafim and its relationship to mitzvat tzedakah and the definition of one's obligation will be explored.
