Daniel Pollack,
professor at the Wurzweiler School of Social Work, co-wrote an article in Youth Today with Bruce Young, an attorney who litigates sexual abuse claims for children and families, titled “A Tale of Two Juries on Foster Father Accused of Sex Abuse.”
The article contrasts the acquittal of Cesar Gonzales-Mugaburu on 17 counts of child abuse with a Suffolk County Special Grand Jury report on the case that detailed extensive administrative lapses in the entire foster care program.
While the authors don’t second-guess the jury’s verdict, they conclude that “there is enormous room for improvement. Do not let this criminal verdict thwart the real need for change.”
